this not the question, I know for sure US military around the world they have this sat decoder gived by the govern, with no subscriptions or fees to pay.

Well, Direct TV and Dish Network have satellites all over the world. All networks transmit to the same satellites we use for American broadcasts....Soldiers in Iraq recieve the American broadcasts the same way that Indians and Hispanics can recieve India-TV or Mexico-TV....their satellite box has been programmed to recieve those signals. Since the signals are Digital, they just send the video and audio, and the box provides the sync signal to operate the TV, whether it's an NTSC, Secam or PAL TV.
