Without going into technical aspects, it works in a sense by using "larger" pixels. Compared to a photo taken with an optical zoom, you'll have fuzzier lines in the details.

If you have a budget set for your camera purchase, keep in mind that you'll need a memory card too, (and certain memory card formats cost more than others.) Some cameras do come with a memory card (and/or built in memory,) but it's usually only big enough to take a few full resolution shots.
