The main thing to keep in mind is what your are going to use the camera for, E.G Landscapes, Portraits ETC, then how you are going to use the camera I.E do you want to carry it around at all times or will you make specific trips for photography.
Based on that you may need a compact camera or a SLR
once that's decided, you can largely ignore the amount of mega pixels as long as its 6vor above, DONT get a camera with Digital zoom Optical zoom is what you should look for, Image quality is affected mostly by the quality of the Lens so make sure its has a good lens from a good manufacturer.

MP Rating: The higher this rating, the larger your pictures can be printed and still come out clear; 5.0MP will get you a clear 20x30" print.
Zoom Level: With digital cameras, there are 2 types of zoom: Optical and Digital-- Digital zoom is completely useless, so Optical Zoom is all that matters, the amount is up to you, I would say at least 5X optical zoom.
A/V Out: If you want to be able to connect the camera to your TV and view the pictures on it, you will need A/V Out.
Image Stabilizer: Image Stabilizer counteracts the camera's movement in your hands while taking a picture, thus reducing--or avoiding--blurriness in pictures.
Video Capture w/Sound: Many digital cameras capture video as well, it is important to have sound recording.
Warranty: Digital Cameras in general are prone to electronics-related issues, so a good warranty is important; while most companies give you a full year of parts and labor coverage, some--like Sony, for example, only provide limited coverage (Parts Only) for less time (6 mos.).

Unless you know exactly what you're getting into, (since you don't specify what kind of use you'll put the camera through,) avoid digital zooms. Without going into technical aspects, it works in a sense by using "larger" pixels. Compared to a photo taken with an optical zoom, you'll have fuzzier lines in the details.
If you have a budget set for your camera purchase, keep in mind that you'll need a memory card too, (and certain memory card formats cost more than others.) Some cameras do come with a memory card (and/or built in memory,) but it's usually only big enough to take a few full resolution shots.

Beyond price stay with name brands such as Canon,Nikon, and Olympus. Optical zoom is something to look into but if your just an occasional picture taker it may not matter much at all.
