I think you are referring to the practice known as "reform school," which held the legal position now held by "juvenile hall." Back in the old days (1950s and somewhat into the 60s in certain places), instead of the county having a juvenile jail facility, they would contract with private, often military, schools to take referrals from the court of juvenile offenders. In some cases, both were possible; the parents would be permitted to choose, but also were obligated to pay for the school.

So, for example, a kid I knew in junior high was sent to Valley Forge Military Academy by his parents as an alternative to going to juvenile jail, as it was called then. And as soon as he graduated, he went into the Army. Did well, I heard.
