I have a 4 year old girl and have a few remedies tried an tested for the above. Long Bubble baths with warm er than usual temp water, the steam is very good. Also place a bowl of hot water (away from reach obviously) in his bedroom at nights. Don't know where you are, but in the UK we get something called Olbas Oil, an inhalant decongestant. Like Vicks but better. Try placing tissues with a drop or two of this oil around him. You could also put it directly on clothes. Boiled and cooled water is good. Also dried sugar candy water. If your son has phlegm even after a week, take him to the doctor to check his chest. Do not try anything for longer as your child might have a chest infection.

He need to take and expectorant (Guifenisen) to help him cough up the phlegm during the day. If he complains of a sore throat, you might want to give him some benedryl before bed.
I would also suggest that you use a warm mist vaporizer with some menthol liquid added to it. (You can find it at places like Wal-Mart, right near the VaoprRub and the vaporizers.) You might also want to get a VaporRub type product (made for infants/kids) to rub on his back and chest. And as weird as this next part sounds...it works. Also warm/steamy showers work well too! Take and rub some VaporRub on his feet and then put socks on. After a few days, of this he should be getting much better.

wow there lady... the phelgm has been there for a few months? omg...First of all Phelgms are bacterias that stay in your lungs and throat. Phelgm is a result of your body's immune system that is fighting off the bacterias inside the lungs and force them out. It's a problem if these phelgm stays there for month, what that means is that the bacterias are already used to your body, specifically your immune system (it isn't effective any more in this case). Normally, your immune system would just fight off those bacterias in the lungs, but in this case, it gets freakin long, and in the long run, your son's body would get weaker. The best way to do it, is to take in anti-biotic, tell your son to take in more Vitamin C (increase immune strength to fight off invaders), use listerine, and don't eat or drink anything cold or anything with ice in it, until the phelgm go away.

there is a product called mucinex that gets rid of mucus, and will help with phelgm as well. also, something else that helped my daughters was GNC brand of echinacea/goldenseal drops. not the pills, but the drops. every winter they get the "gunky" cough (as i call it) and this stuf helps them so much. (i do give them 4 or 5 droppers full, more than the recommended dose.)

Mucinex now makes anti-phelgm medicine for kids. Check with your pharmacist to see if it's okay for your boy.
But in all honesty, I agree with another answerer who said that the phelgm should have gone away within a few days, not months! I'd check with the doctor on that one for sure!

Try and avoid giving him too much dairy. Milk, cheese, yoghurt, etc increases phlegm.
