is it recognised by any country and since its in vienna does it need visa to move around in europe.

It is not a legitimate, recoginzed passport. It is either, depending on your view, a fantasy passport, or an art /public awareness project.

Except for some eastern bloc countries you can go almost
everywhere in Europe without a visa.
