She's healthy and taken care of, but she plucks and plucks.. i give her attention and love but she still plucks

She is unhappy and bored. You need to place her in another cage with all new toys she doesnt know yet. Changing her place to live will help her be less bored. You can get some bitter apple spray or vinigar and spray her to stop her from plucking because she wont like the taste.

She could be stressed due to environmental factors, such as loud noises or something along those lines. It could also be diet. The best thing to do would be to go see an avian vet. But some also say that feather plucking can be an inherited behavior, you just never know.

It could be a number of reasons, stress, behavioral, environmental, physical, hormonal, you just don't know and the best way to find out is to take her to an avian vet. They will need to run tests to see if it's physical or not. If it's not physical than it's mainly a process of elimination to figure out the reason for plucking and you may never find out.
