some people have big calves - it is often associated with Celtic people - and (e.g.) find it hard to get into boots or wear certain clothes
however, as you can't reduce (or expand) a specific area, my advice is to do all the right eating & exercise things to change the things you can change ...
and learn to live with and love the things you can't change that make you a unique & wonderful person ...
none of us is perfect ... getting to know yourself, how to dress for our bodies, and getting to know your ancestry & getting to love it all is part of life's challenge

As far as I know you can tone them down with a series of exercises, but I do not know exactly how those exercises go, the best person to ask is a personal trainer.
