many believers will not be there and no non believer at all.
living a Good life doen't reward people Eternal life.
the ten commandments and all that has been commanded is the Gift of Eternal creator.
even 1% error cannot be accepted.ofcourse struggle will remain with sin till death.

22:37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.
22:38 This is the first and great commandment.
22:39 And the second [is] like unto it, Thou shalt love thy neighbour as thyself.
22:40 On these two commandments hang all the law and the prophets.
Mind(intelligence/thoughts), soul(body), heart(emotions)and together the complete strength put to love God and others. that is a citizen of heavenly kingdom.

If any person confesses their sins, and asks to be forgiven, and even goes as far as accepting Jesus as their savior then they are forgiven.
Remember the thief that was saved on the next cross beside Jesus.
