I'm assuming that you are speaking of individual income tax.
Most of what you need start with Publication 17 from IRS.

At the very high level, a tax payer need to file for income tax return when his gross income exceeds a certain level. This minimum gross income filing requirement is determined based on a the tax payer's martial status and age.

Gross income - deduction - standard deduction - exemption = Taxable income. A tax table is used to look up the tax liability of a tax payer. The tax amount is adjusted by a number of credits before resulting the actual total tax the tax payer owes.

Most tax payers has jobs that their employers would help them withhold money from their pay check to apply toward their tax liability through out the year. Thus many tax payers expect a tax return at the end of the year.

There are several taxes in the USA, the most (un)popular being the Income Tax. The United States is based on a world-wide income system, where citizens, green card holders, and resident aliens, are taxed on their income earned world-wide. Non-resident aliens are taxed only on their USA source income.

Additionally, all but 7 States apply an additional income tax. Further, approximately 23 cities also have a local income tax. These work by determining your federal income tax, and assessing an additional portion for the State or city.

Be aware that you may also get credits against your local country's income tax for taxes paid to another country.
