I just moved to California, and my motorcycle is still back in my previous state. The bike was taken off the road before we moved. I spoke with the DMV, and they said the bike needs vin verification (in person) before I get my real plates / registration. My question is: Can my friend drive my motorcycle here (to CA) legaly if he only has the temporary registration?

If the bike is registered, insured and he has a liscense, yes he can. It is no different than having temporary registration on a car.

Yes as long as it is registered in your previous state and has good tags on it,
