You need these
1) Free hosting (internet space) to store your webpages - www.freewebtown.com
2) Editor to edit/design your pages. Better to use those easy-to-use programs that let your easily type and place where you want pictures to be - try Microsoft Frontpage or Macromedia Dreamweaver (not free though).
3) Transfer programs (FTP) to transfer your webpages from your computer onto the internet - try SmartFTP (free)
So when you sign up for your freewebtown account, read through on how to set up FTP so you can use it.. shouldn't be too complicated.
Design your pages and save them in either .htm or .html
Don't forget to transfer all your pictures that you use in those webpages too. Otherwise they would not be shown.

free = pop ups & banners. just pay , but incase try freeservers.com
microsoft has a free web hosting as well which i would prefer,
your gonna have to hunt for it maybe somewhere under bussines at microsoft. com
