She probably likes and cares for you a lot, but she might not feel the same thing that you are feeling at this point in time. Love doesn't have a time limit. It happens when its time. Maybe its not time for her. If thats not the case then she could be afraid of taking it to quick or jumping into commitment. I don't know all of the details on if you two are actually together or how long have you known eachother or what the situation is or I'ld give you a little bit more advice, but thats what it usually means when I do it.

She may just not "love" you quite yet, but her calling you is a great sign because it shows that she's definitely interested in getting to know you better and that she's willing figure out where your relationship may go.

She has probably just been hurt before and she just wants to take it slow. Don't rush her. But if you have been going out for a while she may just be using you to fill her nights until someone better comes along.

she probably is the kind of girl who says "iloveyou" only if she's ready for a commitment. but she definitely likes you now judging from her gestures.. however, she may have another suitor that's bugging her mind too, and she's confused whom to choose between you and the other guy.

Well maybe you think she like you or maybe she doesn't give her a break! ask her out if she says "no" ask her if she like you. Maybe she just wants to be your friend or maybe she is to shy to say yes to you. This has happend to me before. If your "friend" just told you to ask her and she has a boyfriend trust me you are going to get embarreses. Or just wait until she yells you she likes you. Well you should listen to my advise.

It probably means she likes you for sure, but is not sure if she loves you or not.
No one should ever say those words seriously if they don't mean them.
