can an untouched chocolate turn rotten? still from pakage not opened?

yes if it is heated or not stored properly

Well it can dry out and look funny, but we were eating C Rations in the ,military in 1964 that were packaged and stored from 1942.The tropical chocolate bars had wax in them so they would not melt in the heat. The damn bars were the only thing worth eating in the C-ration kit though, and no one ever threw out his chocolate bar.

Yes it can, especially if it has been exposed to heat at any time. I store my chocolate in the Fridge to keep it fresh and even then it does not last forever.

Sure, anything can turn bad for a number of reasons, not stored properly, too much heat or cold, a bad batch, etc. If it looks bad, It probably is? Don't eat it!

When chocolate goes bad, it will have a very light white coat

Yep ... it turns stale. You can tell that chocolate is stale by whitish spots on the chocolate.

go by the color. if it's still it's natural chocolate color then it's OK, if it's a white color then it has been exposed to heat/cool. it won't hurt you, but it won't taste as good.
