Start with the budget. You've already done that. You can find a decent camera to match any amount of money you want to spend.
Next, find a friend who will help you learn how to use the camera. This "friend" could even be the clerk in your local photo shop. By "photo shop," I mean an actual camera shop or at least a camera department where the sales staff only deals with cameras and not dishwashers, too. Buy the camera that your friend recommends so that they will be able to teach you how to use it.
After you know what you are doing and are ready for your next camera - and this will come sooner than you think - you will be in a position to make your own choice.

Consumer Reports for November 2006 has ranked the Canon Powershot A620 as the best compact digital camera. It is becoming almost a legend for longevity at the top of various consumer lists. It looks like this model has been replaced by the A630, which I would expect to be just as popular.

Teef_Au made some good points. I would add: avoid cameras that don't use SD memory cards and make sure you get one with stabilizer.
I have bought a few Canon's in that price range, or just above, and have always been very satisfied. Canon has the PowerShot series that is perfect for quality snapshots and an eventual better quality picture. The last one I got was a PowerShot SD700 IS (for a little over $300, but prices drop so fast). So far the pictures are great and I tried some very tough shots to get (low lighting, distance, etc) and the pictures were quite good.

There are many many digital cameras available in the market. I always suggest to buy a digicam from a camera manufacturer rather than from a consumer durable company. Camera companies like Nikon, Canon, Fuji, Olympus, Kodak etc. can offer you better models than Sony, Samsung etc. I suggest, you drop in at a camera shop and inform the salesman your requirements and your budget. He wil be able to give a variety of models within your budget. NOwadays, 6 to 8 mega pixel cameras are available. Digital cameras can record movies and audio which can be played back on a computer or TV screen. Always remember to buy an extra memory card upto 1GB depending upon your budget and a pair of extra batteries and a charger.

Stick with the major brands. The best of which are slightly different from the days of the old film cameras.
Canon, Panasonic, Fuji, Sony.
Nikon for DSLRs but not for compacts.
The amazing Fuji F30 is now available for ~$225 after $50 rebate from Fuji. With its high ISO capability and incredible battery life- it has some unique characteristics.
Or- I like the Panasonic FX01/07. Not the best at high ISO, but it does have a great 28mm wide angle lens and Optical Image stabilization.
can't go wrong with these fine instruments.

Definitely virtual digital camera. It continually has higher lens than digital camera mobile. Number of Mpix is much less most important than lens, suppose. Digital digital camera has additionally higher constructed-in program than digital camera mobile.

My advice : go for those brand which many people using (friends, relatives)
I am using Canon camera. The functions r almost same with Nikon camera ( same standard) for me, i will get a same standard camera n compare pri$e.
Canon n Nikon r the top 2 camera brands in Asia. Price will b a litter bit higher for Nikon.

You don't say what budget and what purpose.
Get the most optical zoom you can for your money. Stay away from Digital zoom.
Buy a brand you have heard of before.
Go 5 Megpixels or better (most cameras nowadays)
Stay away from cameras that use two "AA" batteries. (They go flat really quickly) Go for 4 batteries or dedicated Lion battery.
