If you already have a tattoo, tell them that a piercing will be a walk thru the park. Research your piercing and present your case. Tell them that you can all go to the shop and get your questions answer and that you can assure them it will be a clean and safe procedure. Explain to them that you know how to properly clean it and that you will properly clean it. Let them know the good and the bad, but assure them if something bad does occur that you will handle it and do what is necessary(and be willing to pay)
I suggest this to many people stuck in your situation and often it works rather wll. As long as you can show them you are responcible, they should comply. Also, once its fully healed, you can get a retainer so they don't have to look at it.
Just whatever you do, DO NOT pierce it yourself and do not try to hide it from your parents.

Im surprised they let you get tattoos. You don't say how old you are but maybe you can try saying.... Well you let me get tattoos, which are never ever going away, so why can't I get a piercing that can close up if i decide I don't want it. It doesn't make much sense to ok the tattoos but not the piercing.... But IMO as a heavily tattooed mom I would have made you wait for both til you were of age.....

Wait until you're old enough not to need your parents' permission to pierce your lip. (You just may find out you're glad they didn't let you do this because maybe by then you'll be more interested in looking pretty and attractive than you are in "making a statement")
