What are the restrictions on the guns that you're allowed to carry? What does the "background check" entail? I'm researching this for my older sister.

CCW's are primarily controlled by the Sheriff of each county. Chief's can also issue them.

Are they hard to get? It depends. You have to show cause (you are a PI, or can show a real threat against your life, etc). Rural counties are easy to get permits. If you know your local chief or Sheriff, it is even easier. The COP for Isleton PD used to give CCW's for political favors.

I am sorry to be the bearer of bad news but in the state of California the best way to obtain your CCW is to become famous or rich and well connected. CCW's are impossible to get in that state. Apparently only actors and investment bankers value their lives in CA.

In CA, you must "prove" that you need a gun to protect yourself, in Oklahoma where I live, and many other hick states it is enough that you want to come home at night. The state does not get to decide; it is up to you. I would tell her to move to Oklahoma or Texas. Here the restrictions are the gun must be 45 caliber or less, criminals are unwelcome here.
