A perpetrators is the person who committed a crime (We may or may not know his/her identity). A suspect is someone we suspect may have committed a crime whom we are investigating.
In other words let's say we are investigating Joe. We suspect he is the perpetrator therefore he is a suspect.

A perpetrator is someone who actually carried out some deed, where a suspect is someone only suspected of carrying out this deed. In this manner a person can be a suspected perpetrator.

Perpetrators are the ones that actually did the crime.

Suspects are "suspected" of doing the crime, but proof is still being gathered to see if they perpetrated the crime or not.

Perpetrators planned and performed crimes. A pepetrator has broken the law.

Suspects are those who are SUSPECTED of planning and carrying out crimes -- a suspect may or may not have done it, but it is plausible that a suspet may have done it because there is some reasoning (motive, opportunity and method) to match this person up with a certain crime.

Perpetrators are the ones who are the ones who committed the crime, suspects are the ones who the police think done the crime, but they have no proof of this yet.

maybe think of it like this...if 3 men are arrested for the same crime, but only one of them was guilty, then the guilty one is the perp. but they are all suspects until one is proven guilty
