Find out where your local ward office is. They offer free legal advice once or twice a month in English. You will have to go there to find out what the schedule is and be prepared to take a day off in order to go on that particular date.

Make an appointment if possible...there is a reservation system and it can fill up fast.

Also go to the high court in your city and they can give you some numbers.
