Other thoughts are making fun shapes with fruits or vegetables and dips (Example- hollow out a small pumpkin and fill it with veggie dip and surround with vegetables; fruit with orange colored low-card cool-whip).

Stuffed Halloween Bell Peppers
8 bell peppers, 2 yellow, 2 green, 2 red, 2 orange (or any other color you like, purple), the tops cut off, deseeded, and deveined
1/2 a medium onion, diced
small penne pasta, or any other small pasta you like, macaroni is great, about a cup to a cup and a half, whatever size your bell peppers are.
1 8 oz can tomato sauce
2 cloves of garlic, chopped, or minced
1 tablespoon dried oregano
1 tablespoon dried basil
16 thin slices of mozzarella cheese, or any other kind you like, cheddar, gouda, American..
salt and pepper to taste
Cook your onions, garlic, herbs, and spices, in a wok, or skillet, saute for about a minute, add your tomato sauce, and cooked pasta.
You may add a 1/4 cup of red wine, if you wish for added flavor.
Stir until thickened, turn off the heat. Let stand 1 minute or 2
Set your bell peppers on a cookie sheet. You may need to slice a tiny sliver of the bottoms so the bell peppers will stand up, making a flat surface.
Lay a slice of the cheese you want to use on the inside bottom of each bell pepper.
Fill each pepper with your stuffing, over-stuffing it is ok, since your stuffing will still be warm.
Bake in a 400 degree oven 15 to 20 minutes.
Add the other 8 layers of cheese to the tops, (if you used 2 or more different cheeses you can mix them up randomly, putting the bottom cheese cheddar, the top mozzarela, etc) and put the tops of the bell peppers over the cheese slices at a slight slant , you can multi-color them if you like, putting the red top over the green pepper, the yellow over the red, etc.
Its ok if the sauce bubbles over, it will look pretty with the gooey melting cheese running over.
Plate these in a decorate way on a nice platter, or round plate. If you want to make the bell peppers look like people, for a silly fun dish, you can decorate a side of the pepper by putting in whole cloves for eyes, a mouth and nose at the end of cooking. Optional, of course. You can add diced chicken also. They look like baked pumpkins, and diabetic's can have these foods.

I did a yahoo search and came up with these recipes"Halloween and your diabetic children" Hope this helps:)
Orange Perfect Popcorn
6 cups popped popcorn
2-1/2 Tbsp. margarine
1 tsp. sugar-free, orange flavored gelatin
Keep popcorn warm in the oven. Melt margarine in a small saucepan, over low heat. Cool slightly.
Quickly stir in orange gelatin and immediately pour over popcorn, tossing to coat all pieces.

Chocolate Smunchies
1 pkg. sugar-free chocolate pudding mix (the kind you cook)
2 cups nonfat milk
3 cups old-fashioned peanut butter
Low-fat whipped topping
70 graham cracker squares
Mix chocolate pudding according to directions on package. Cool. Mix peanut butter with pudding. Drop 1 Tbsp. onto 1 square graham cracker. Place low-fat whipped topping on top of the pudding-peanut butter mixture and cover with second graham cracker square. Freeze until ready to serve. Yield: 35 servings.

Floating Hand Punch
1 pkg. grape flavor sugar-free gelatin
1 pkg. strawberry flavor sugar-free gelatin
2 cups hot water
1 to 2 cups cold water
1 vinyl or latex glove, adult size
Dissolve gelatin in two cups of hot water. Add 1 to 2 cups cold water. The grape and strawberry gelatin should turn almost black in color. For a deep color, use two packages of grape and two packages of strawberry gelatin.
Pour into vinyl or latex glove. Close tightly at open end and freeze. When firmly frozen, remove from freezer and remove the vinyl glove from the "frozen hand" Place in punch bowl with favorite sugar-free punch. Watch your child's guests when they see the "floating hand"

i dunno since i'm not a diabetic, but i work at an urgent care clinic, and the receptionist gives out sugar free candy. the kids never knew the difference. :)
