I was told that if I open a spa in NY state, I do not need to collect sales tax. Doesnt make sense to me. Anyone have thoughts on this?

If you are outside New York City, it seems that you will not have to accounts for sales tax. If you are within the city then you will have to account to NYC for sales tax. See the link below from New York State Department of Taxation.

If, alongside the spa service, you offer products for customers to buy, then you will be subject to state (and city if appropriate) sales tax on those products. You will need to get a cash register which can handle the different rates.

Well I know that there is no sales tax in Montana, as well as some other states, so you might be in luck.

That doesn't make sense to me either, it is a service and would be taxed with sales tax.
