No, Internal Affairs are the ones that cover for them, to avoid lawsuits against the town.
The people that catch the dirty cops are the citizens themselves, filing a grievance and following up on the investigation. When they receive the dismissal from Internal Affairs, they take it to their legislators, and the mayor of the town. They don't go down without causing a big stir.

A true and honest person weather it is a citizen or another officer is the one that catch dirty cops. Each and every department has an I. A. department "internal affairs" to investigate any accusations against an officer for anything whether it is misconduct or an actual law that has been broken. If I. A. does not follow through then it is best to go to the state level. Each state has a department of public safety "highway patrol" they have officers that investigate other officer's weather that they are called rangers or by another name.

It really depends on your State. In Texas it will be the Texas Rangers. In New York, probably Internal Affairs. Go on line and go to the website Of your States Attorney General, the Information is available there. I believe you can bring the FBI into this too., but you better have proof about the charges.

You can complain to your US Attorney, the FBI, the US Marshall's Office, or the internal affairs of that police Dept. but don't get your hopes up. They are seldom charged with anything and seldom even investigated.
And the police live by a code of silence as to what other officers do. Good Luck
You can also try your Attorney General. Also the ACLU.
