The tattoo you described will probably cost about $100, depending on how many colors you choose. Be sure to tip the artist (15-20%) if he doesn't own the shop AND he did a great job, and was personable.
Tattoo artists must use individual paint containers for each customer, and steralized needles. They should be happy to show you the wrapping to the needle which proves that it hasn't been opened after sterilization until they are ready to use it for you. They should also be very happy and willing to answer all of your questions up front. If they aren't, go somewhere else. These precautions prevent blood contaminations.
Follow whatever after-care instructions your tattoo artist gives you. Different artists have varied after-care preferences, just do whatever your artist tells you. Some may have you washing and putting certain brands of ointments on your tattoo, while others may tell you to keep it clean but leave it alone.
Expect it to scab over a little, but it should be finished and looking good within 2-3 weeks. Go back to your artist asap if you notice any problems, or have any after-care questions.
As a final note, I sometimes notice on the tattoos on my arm that they occassionally feel more raised than other times. This is normal and nothing to worry about. It's just my skin's reaction to the tattoo.
Good luck!

Like stated before it depends on the artist, and colors you use, how detailed it is etc. I've been charged $100 bucks an hour, but I've been charged $185 an hour also, so it just depends. Nowadays, the risks of catching Hep C or HIV from tattoos is slim only becuase needles aren't reused, but I always watch them unwrap the individual needles from the packages. Also if you go to a dirty shop with mold in the walls from it being an old building or whatnot you risk infection or staph infection. Just pay attention to the details, but whatever you do don't settle for the first or cheapest or most conveniently located artist etc, you will get what you pay for, and not just monetarily speaking. I live in Oregon, and my favorite tattoo artist is in Canada and I drive there once a year to get work done, he also charges almost 200 bucks an hour. So not only do I have to leave the country I pay up the ***, BUT he is by far the best artist I've seen thus far, if I found someone that was of his calibur here in Oregon I would go to them instead. So doing your research is best!!
As far as the pain factor it depends where you get your tat. I have 7 and they're in all sorts of different place, and each one felt differently. I've heard that behind the knees, the underarms etc like the softspots hurt really bad. I've heard the lower back hurts, I've heard it doesn't. I have my left foot completely sleeved, and it was by far the most excrutiating pain I've ever experienced, bar none. I also have a dragonfly behind each ear, and I didn't even flinch when those were done, and they're on my skull!! I also have 3 on my shoulders, and those didn't even hurt, I hardly felt ihm working on them to be honest. So it all just depends on your pain tolerancy. The best way to tell in my opinion is to pinch the place you want to tattoo, if it hurts, then that spot will probly hurt more than another place, but thats just me. Good luck!

It depends on the artist and the picture. When you do decide to
get a tattoo make sure the needles are new. Some Tattoo Artist
are so cheap they won't use different needles. You can get a disease or an infection of some sort. I have some tattoo's on my
legs and when it was I was getting my first tattoo it didn't hurt that
much, but when I got my Third tattoo, it was on my calf and man
it hurt like heck. But I got it done. The whole leg, that is.

Depends on the size and complexity of the design. Could be as cheap as $75, or as pricey as $500. If you go to a clean shop that's been around for awhile and has city certifications, there should be no health dangers. The tools used are supposed to be sterilized. As for pain, I've only acquired one tattoo. It was the size of a plum I guess. It felt exactly like a match you light, then blow out, then press to your skin. Not horrible, but noticeable. It became kind of a badge of honor to screw up my face, smirk and bluff through the pain.
THINK GETTING A TATTOO THROUGH.
It costs three times as much as its original price to have one removed. Also, do not get a tattoo with the name of anyone you love. Everyone knows that's a curse, and the relationship will never last. THINK IT THROUGH, MY FRIEND.
