First of all, cats don't always land on their feet. If you render them unconscious first, they'll often land on their back, and if you fill them with helium they will not land at all.
So I'm assuming you mean, if the cat is conscious and not filled with helium. In future please make sure you specify this.
The reason cats land on their feet is because they know they don't have buttered toast taped to their back. Once you tape the buttered toast to the cats back it will feel much more confident in landing on its back with its legs high in the air, sliding across the kitchen tiles on its buttered toast sled.

The cat slides due to the butter, thus sending it flying into the middle of the road. An oncoming car hits the cat midair and carries it off into the sunset with it. Thus you will never know whether the cat or the butter toast will ever land.

You need to watch Mythbusters. Its a myth that buttered toast always lands butter side down. But lets try this, instead of putting the toast on your cat, lets put it on your head and drop you from a 10 story building.

Cats don't always land on their feet, actually. It depends on the proximity of them to the ground when their fall begins. IF there's enough time for them to rotate their bodies so that they can turn their feet downward, then sure... they can do it. If not... I'm afraid that kitty should pray for a little padding on his or her tushy.
