Okay, this is an involved answer.

First, the Army National Guard is a STATE organization. Meaning that Florida Army National Guard reports to and receives orders from the Governor of Florida. Unless, in response to an national emergency or a request from the Federal Government, that state's Army National Guard will be federalized and report through the chain of command as with the Regular Army and the Army Reserve.

The Army Reserve is just that, a reserve for the Regular Army. The reserve is a federal organization and is under the same chain of command as the Regular Army. They can be called to active duty by the Sec of Defense as needed.

I'm in the Army National Guard. The big difference is that the Guard is a state organization ran by the Governor but also answers to the President. The Governor calls the Guard out for natural disasters and things like that. The Reserve is ran by the president, just like the regular ARMY.
Both the Guard and the Reserves drill one weekend a month and two weeks a year. If your thinking about joining, go Guard, you'll love it.
As far as going over seas, your about as likely with either one.

The National Guard deals with problems in the US and teh Army reserve is basically to give the other soldiers a break you go in and take their place but there hasn't been much reserve action yet. and by the way the national guard is also active duty now so if you join you could be sent overseas

Army National Guard units are the responsibility of the state. Every state has its own units.
Army Reserve units are the responsibility of the Federal Government
