Because the idea didn't exist until latter. And most of the ideas of what Hell is have come from the Sept called Christians. that borrowed them from other religions that came before or were around with them.

According to the Judeo-Christian creation myth, God created out of love, not threat of punishment. If you look at the Adam & Eve and the serpant story, God gives them everything they need and just asked one restriction. This isn't about fear or punishment - it is simply about obedience. Humanity didn't work handle this very well, and finally had to be told by God "look, I created you and I gave you free will. I don't ask much but you wanna know what's going to happen if you refuse? Here ya go. And you're doing it to yourself." (okay, that's a bit simplistic, but you get the point)

Because there wasn't any? The "hell" of pop Christianity probably doesn't exist either! Read the Book! Not the "preacher verson" or the "movie trailers."

Actually, Hell is not really made clear till Jesus came and talked about it and then His disciples. The Bible was a work of progressive revelation culminating with the N.T. which is key to understand the past O.T. and the future.
