Yes, most patrol units have a forward and rear antenna, they can catch you coming or going, Mobil or stationary. Another answer for a question you didn't ask, If an Officer is using a radar gun made by one company and your radar detector is made by a different company, the frequency can have enough difference that your radar will not be able to pick up the radar signal. Also most Officers do not leave the radar on. Once they spot a car that is exceeding the Prima Facia speed limit, he will activate the radar and by the time your detector picks up the signal, the officer already has a lock on you.

Yes it can. Several models are on the market today.
By the way: we all watch weather radar "Doppler",same Principals apply. A wave of specific length goes out, hit a target, and comes back at a different length. The computer in the radar unit calculates the changes and the difference is the target speed.
This is a very, very, simple explanation. But accurate.

Some of the answers are half right, Yes a radar gun can be used. even the hand held have a mode called moving, but a handheld would have a mounting to set it in when mobile. The internal electronics will to the calculations to give the speed. Yes the radar is based on "Doppler effect" Lidar is laser based, more accurate and gives distance as well as speed.

First most don't use a radar "gun" but built in radar units that are made to radar both front and behind them. They can set the unit to radar cars in the same direction or going in the opposite direction.

The actual radar "gun" is a device that looks like a hair dryer and is actually pointed like a gun, it radars in any direction it is pointed

Only if it is a "moving" radar system. Lidar must be operated while the officer is stationary. A hand held radar gun must be used from a stationary position as well. With a moving system, you will see a small gun (usually mounted) pointing out the front and rear of the squad. You can get a reading from a hand held while moving, but the officer would lose in court if it was challenged and proved he used a hand held while moving.
