As far as I know they made a decision to limit immigration specifically of low qualification workers from the so called Third World countries. Also, if workers from those countries happened to go to the UK filling a placement for a non-skilled labourer, their families would not be allowed to accompany them and they would need good reasons to extend their residence permits. Also, a points system for attracting needed high skilled workers was discussed, but whether there was a final decision - I don't know.
