It is common in the Rhondda valleys, also in Tonyrefail, not so much in the Gwent valleys. I would guess that most people in Penarth and Cardiff who use it have connections in these areas. It is hardly ever heard in North (Clwyd etc )
Mid Wales (Powys) or west Wales.
Unlike many Anglo-Welsh phrases it seems to have no basis in Welsh grammar, it belongs to that category of Anglo-Welsh which are commonly use but particular to that area. . Whose coat is this jacket? sort of thing

Interestingly, in South Africa, people will say "I'll do that just now", or even "I'll do that now". They actually mean "I'll do it later"!

When I first went there, my boss said we would discuss somehting I raised "now"; I stood there for about a minute before I realised that hhe didn't mean "at that moment"!

I live in Llandudno, and have not heard that saying. When I used to live in Windsor, people said, "just two minutes"

I haven't come across it anywhere, but it is reminiscent of the (I think) Rhondda expression: "I did it now just."
