Use a baby's toothbrush with a little petroleum jelly on it to exfoliate your lips gently every night. Be sure to keep a lip balm with you and apply it throughout the day (one with a high SPF is preferable as sun damage can dry lip skin out). You should see an improvement almost immediately. Also, keep hydrated - drink a lot of water to help the problem from the inside out.

Most cost effective way: buy vitamin e oil gelcaps, pop a hole in one end with a pin and apply the oil to your lips in lieu of lip balm.
I use Arbonne Sheer shine lip glosses because they do the same thing and have great color ( and much less mess/ easier to take in my purse)

I suggest you use The Body Shop's Vitamin E lip care. It's very effective if you put it before sleeping and during the day.

one tip i would suggest to u is use honey,
U can mix it with mint and u have a mint smelling/flavored gloss. it REALLY helps and u can eat it too, but try not to thats why u have chapped lips onthe the first place. : ]

cheap way : vaseline
layer it on at night before bed and let soak it - try not to lick your lips during the day
