You can't "tell". Most of the time there is no sign someone has them. During an outbreak you may see blisters. You can catch herpes at anytime though, outbreak or not.

Just like with any std, you cannot always tell. So use protection. As far as herpies, I'm pretty sure you can get it from skin to skin contact, even when there are no bumps present. So, basically you're screwed.

Many people with herpes have reported that stress, increased exposure to the sun, viral infections, facial injuries and eating foods high in arginine, such as chocolate, peanuts and walnuts, may increase the chance and severity of outbreaks. In addition, some have found that excessive usage of antibiotics can limit the immune system's ability to keep the disease within the nerve ganglia. Allergic reactions can also trigger an outbreak, chronic herpes genitalis may be caused by a chronic undiagnosed low-level food allergy for example.
Cold sores are usually first felt as a tingling and/or itching sensation in the affected location. Many cold sore sufferers report that they can ward off a cold sore by applying ice to the area periodically for the first 24 to 48 hours.

The most common sign of herpes is red, sensitive skin that develops sores or blisters (often referred to as herpes bumps). These lesions usually show up in and around the genital area, although female symptoms of herpes may cause these blisters to develop inside the vagina.
However, these signs aren't always present. Someone can have herpes and not know it.

You can only tell if you get tested. A coldsore actually is just oral herpes, something totally different than genital herpes. Coldsores are annoying and unsightly, but they're not the same thing. You are not screwed.. just protect yourself and good luck.

Hi to tell you the truth ,, you cant tell until they have a out break, they need to be tested to be sure that they have it or not, they are like blister sores that can appear around the mouth and genital areas , its better to be safe than sorry.
