Criminal justice system is implemented in major cities but some policemen engages in operations just to get fall guys in order to gain merit which should not be the case.

The system is broken, if you consider all the crimes that take place compared to the actual amount of jail time received. To begin with, some crimes go unnoticed. Of those that are noticed, many go unreported. In many of the crimes reported, there are no suspects and no lead information. In those in which there is a suspect, many times there is not enough evidence to make an arrest. In those in which an arrest is made, many times the person is found "not guilty." Even in those cases in which the suspect is convicted, many times he is given a suspended sentence or probation as a result of a plea bargain. This, unfortunately, leaves a very small number of crimes that result in someone being jailed. Even then, the offenders are often free before their sentence is complete.
