you know when your car engine is already running,
then you turn the starter key again?
its the noise the engine makes when the key is turned, but the
car is already running.

Crank usually means a bent portion of an axle, or shaft, by which motion is imparted to or received from it. so I am assuming overcrank means exceeding the motion that the shaft or an axle can handle..

This type has the crankshaft located at the top of the engine.
