First water, dry or canned food that won't spoil without refigeration, first aid kit.

The UN manufactures emergency epidemic packages. They are boxes that can be purchased by relief organizations and or governments. They can be dropped out of planes etc. They different versions for different parts of the world. For example, they have some without narcotics for use in the muslim world. I suspect this would be your best bet or if you could find a packing manifest for one of these kits.
