She wants to come for a visitor pass and I want to get married while she is here, We both have college exp and are looking to return to college and have children, after we gat married, what are the require ments for her to become a US citizen and to stay in the US as my Wife????

Have her apply for a K non-immigrant visa classification. This should take some time but not too much. Once she enters and the marriage takes place you have 90 days to apply for permanent residence.

After she gets her permanent residence she must have 2 1/2 years physical presence, 3 months state residence, good moral character and have a good back ground.

Check whether fiance visas are still being issued.

Once she is here you have 3 months to get married or she needs to go back.

Once married to a US citizen, she can apply for her US citizenship three years after the wedding.

Here my answer:

The first time I met my 3rd wife was when she arrived in San Francisco at the airport with her fiancees visa. We had corresponded and spoken on the phone for 9 months up to that date.
In her case there were extra complications, as she had a son with a Filipino and the suspicion was (by the embassy), that she had been married (which would have made her ineligible, since there was no divorce in the Philippines then). Which was not so, but we had to get an affidavit from the father of her son and I had to make a few phone calls to the case worker at the American consulate in Manila to straighten that out.
At that time calls in the off time were like 90 Cents/min

Forget about it. The chances of her getting a visitor visa is slim and none. Sure, I know you don't believe me. So, you just go ahead and waste your time trying.

The US embassy in Manila has an excellent web site with all the requirements for visas and getting married in the Philippines.

After she gets turned down for a US visitors visa you'll come to the conclusion that the only way to do it is for you to go there. The instructions are all on the web site.

PS. People will tell you to get a fiance visa and bring her over here with that. In order to get a fiance visa you have to have met each other in person within the last three years. So, that means you're going to the Philippines first.

Oh sure get married here so she can get more of a college education paid for by the American people. Hey he's an idea, why don't you two get married in the Philippines and live there.

Do not marry the girl on her visit! You do and it will delay her ever getting entrance back into the US.
You have to call your local government office and they will explain the protocol.
You can expect to have to show proof and duration of relationship/engagement (letters or emails). They will check on you and your family and will want a history on her family. etc. etc.
It takes a long time for the process to be completed.
Wait, don't jump the gun on this one buddy!

Apply for a fiance visa using form I-129F. You can find it (and information about the myriad of documents you need to support it) at www.uscis.gov -- another good site is www.visajourney.com
