like a program where I can cut out the picture and paste it on top of another picture.

Serif's PhotoPlus v6 is a free download
http://www.serif.com/
it's layout & functions are similar to photoshop but a bit simpler.
There's also an app call The Gimp (Gnu Image Manipulation Programme), but to tell you the truth... I bloody hate it!
I use PhotoPlus 6 meself... here's link to a rather lame kittin mash I did of a Waterhouse painting with it

did you know of the program Paint in windows? You can do that with paint. Sometimes your camera goes with a cd with a program like that. There is also www.gimp.com, it's free, it performs more tasks.
I have photoshop, but it's very advanced.

Adobe photoshop is awesome for this. Its expensive, but SO worth the money.

You can use photoshop. Its kinda tricky at first but if you play around on it for a while it can do some really cool stuff.

Adobe PhotoShop... it's the best, so of course, it is sorta expensive...
