You need to see a dentist when you can. He/she will take an x-ray and see if it is an extra permanent tooth. If it is extra, or causing damage, he/she may remove it. Otherwise, they may try and see if it can get re-positioned with braces, or re-grafted. Your dentist can explain your options after your examination.
Depending on where you live, the problem may or may not be covered by dental insurance. If not, you or your parents may also want to check out any local dental schools, which offer low-cost and free dental services. Ask your dentist or social worker if you have one, for more details.
Visible dental problem(s) can make you a target by other school kids, and can cause emotional pain. Just remember its a temporary problem, and can be changed one day. While you or your parents may not be able to have the work done right now, (your parents would if they could), the work can take place later, when you (or your work's dental insurance) can pay for it. At that time you will notice a significant change in the way people treat you. It will not however, change who you are. So take the high road, try and ignore what others say, and remember the good and honest person you are.

I think you're saying that you have an extra permanent tooth? That's actually fairly common.
Have you been to the dentist since 4th grade? If you haven't been, then you MUST go. Please make an appointment right away. If you have been, then I assume your dentist has seen it, and doesn't consider it a problem.
Only your dentist can give you good advice on this...Please see a professional.

Your best bet is to see an orthodontist. Braces can easily fix this tooth without an extraction.
However if you have major crowding you may need a few teeth pulled before ortho treatment.

What the hell is a "permited" tooth? Why don't you write using words people can understand? What do you mean it is "on top of your gum"? Can't figure out what this means.
