Need some more information. Are you cooking in a dorm? Or in an apartment?
If you are in a dorm, your cooking options are limited, and I would stick to microwave meals or pre-prepared foods.
If you are in an apartment, you can go grocery shopping, and when you get in, divide your meats into single serving packages and put them in the freezer. That way you aren't cooking a whole bunch of food that will spoil. Hamburger is usually fairly inexpensive, as is chicken.
I don't know what you like, so recipes are kinda hard, but here are a couple for you to look at.
Homemade Hamburger Helper
1 pound hamburger
1 onion, chopped
1 block velveeta cheese
1 package cooked shells
Brown the hamburger and onion, when done add cheese till melted, mix with cooked shells. Really good, and really easy.
A little more work, but good -
Beef Supreme
1 package stew meat
4 medium potatoes, peeled and cut into cubes
4 carrots, peeled and sliced
1 onion, chopped
2 cans cream of mushroom soup
Cooked pasta or rice
Place first 5 ingredients in a microwave safe casserole dish, cover. Microwave on high 5 minutes, then on medium 20 minutes. Serve over cooked pasta or rice.
If you have access to an oven:
Easy Cookies
2 cups crunchy peanut butter
2 eggs
2 cups sugar
Mix together well, put on a cookie sheet by spoonfuls. Bake at 350 for about 6-8 minutes or until golden brown.
Bean Dip
1 pound ground beef
1 large can refried beans
1 jar salsa (whatever strength you want)
2 packages shredded cheddar cheese
1 pack taco seasoning
Tortilla chips
Sour Cream
Brown ground beef and prepare as directed with taco seasoning. When its done, add refried beans, stir till hot, then add about 3/4 of the cheese, stir till mixed and all the cheese is melted, then add the salsa, stir till heated through. Serve with Chips and sour cream.

Ah, the joys of being a poor college student. The one thing that save me during those years was the freezer. Single serving items are expensive. Buy in bulk if you can, and freeze what you are not using. For example, if you like chicken buy a family pack when it is on sale, cook it up and freeze what you have left over. Then when you are on the go or running late pull some out of the freezer, defrost and voila, in 2 minutes you have a meal that is not loaded with preservatives.

I feel your pain. PB and J, ramen noodles, mac n cheese. Spaghetti is cheap and easy. I buy the Del Monte sauce in the cans. It tastes the same and cost less. Just get creative with what you can afford.

Ramen noodles, spam, corned beef, hot dogs, and use your imagination with them.
Also, you can save money by joining organizations in school. Some organizations try to tempt increasing membership by offering free food.

friends. make a lot of friends and just eat out of their fridge.
peanut butter and jelly sandwich. peanut and crackers. hot dogs w/buns. ramen. tuna w/mayo sandwich. and some other sh1t I can't think of right now because right now while I type this i'm eating a juicy steak with a nice hot potato and crispy fried shrimp.

I like to use a crock pot to turn cheap cuts of meat into tender ones.
You can stew up a whole batch and freeze most of it for later.
