I think he's saying things because he knows you like her and she likes you. Sit down, talk to him, be mature about it and go with the flow. DON'T make it a competition or you will lose your friendship, but, again, if that's the case, maybe it was a friendship worth losing.
Anyways, see what you talk about and ask her out.

Just ask her out on a date. It doesn't matter what other people say, or what you two guys think about her. It's all up to her, to whom see likes better.
If it bothers your friend, you can flip a coin to see who asks her out first.
I can't imagine a girl, sending a note to a guy, she hasn't gone out with, saying she loved him. If she sent a note, it would be that she likes him, and that's a big difference.
So just ask her and see what happens.
