Yes because you will always be his child. When a dad hang out with his friends, he just want guy time. But you didn't be specific if you were the son or daughter in the relationship. Can't help much.

Yes it's fair. It's ok to hang out with guys while your physically attending school. Outside of school, stay away from them. I know. I'm a guy and despite the fairy tell crap they tell you. Don't trust them after school to hang out. You can't see it now, but when you get older in your late 20's you'll be thankful

He's just being overprotective. He probably thinks you are too young and wants to keep the guys from getting to you and having their way with you.
It's a common fear dad's have. It took my dad till I was 18 not to be a jerk to guys who were calling the house for me

It is being over protective.
The fun part for him comes when you move out on your own, don't know how to properly relate to the male half of the species, and start making horrible mistakes.
I hope for your sake you make silly mistakes as opposed to stupid ones.
