How does he communicate to you non verbally that he loves you? You know they say, "Actions SPEAK louder than words."
Do you communicate with him non verbally? I bet you smile at him... I bet you get excited when you hear his voice and your mood picks up... You think about him and do something special just for him and not because you have to...
When you are interested in his activities... Let's say he likes Golf... Do you ever just sit in the cart and watch him? Do you ever ask for pointers? Do you buy him a new shirt to play golf in? There are guys that definitely need help in that department.
You don't do it because you have to do it. You do it because you want to do it... You're expressing love for him...
Let's say you get married... What are some ways that wives express love for their husband... IN the traditional nuclear family, what did the wife do? bear children, right.. WRONG...
She kept the house neat and clean, she decorated, she cooked... This was the way she communicated I love you... It betters their world... Women get married, THEY DO WORK!!! It's not an outside job, it's a fair more detailed INSIDE JOB...
He comes home, he should immediately go to her and say, "Honey, how was your day?" If she's wise and needs to bring up something serious, she waits until after dinner... When nothing too serious happened, she can tell it then... Hint for women: Men are in a better mood when they have a full stomach... They are not as likely to get angry about a situation...
I know it's manipulative in a way, but hey all things are fair in love and war.
Another way to show him... Send him a note in his mail, "I love you... I'm so proud of you... I feel like the luckiest/most blessed woman on the planet to be with you..." EGO MASSAGE goes a long way if it is true... If you're making B.S. up, he'll know it...
If you have the extra money, send him roses from a secret admirer.. If not, then put one on his door...
If you cook for him, does he help you clean up? Does he grab the dishes and at least put them in the sink? If HE cooks, do you help him clean the dishes?
Do you ever give him a back massage? Rub his shoulders?
There are some ideas some that involve money, some that do not.

Find things that he likes, and make sure that you show an interest for them as well. They might not be your favorite things, but that is one way to show him. My fiance loves sports... lives for ESPN... I honestly could care less. I grew up with sports my whole life, and now that I am on my own, I might watch a few things, but don't dedicate myself to it... He loves it, so I do make it a point to invite his friends over to the house for Sunday football... So I don't have to sit there and watch, I bring them food, and do my personal things at the same time show him that I like being a part of it. Just an idea...

Take his 'submarine' to 'port', if you know what I mean... ya know, give him good oral care and I'm not talking about toothbrushing either.
