I'm with silv2078. Find yourself a pound puppy. If you want a small dog that isn't hyper, your best bet is a mixed breed. You may have to visit the pound often for several weeks or months, as small dogs tend to be adopted much more quickly than large dogs.
If you do find one, most pounds have an area where you can take the dog and see how it reacts to you and your family. Of course, the dog may act a little differently once you get it home and it gets used to all of you, but you can get a pretty good idea.
I have a Pomeranian, which is a small dog, and he is very active, barks at everyone who comes to the door (although he calms down once they get inside), and he does not like to be held, although he loves to play fetch and go for walks. Most purebred small dogs are fairly hyper. That's why I recommend a mixed breed.

I never liked little dogs!My tune has changed now.Previously I had a lab/pointer and golden.Presently I own a Shih tzu/poodle,I LOVE HER! Terriers tend to be quite excitable, sometimes snappy.Lap dogs are generally chihuahaus(too yappy and small),Lhaso apsos(a little bigger than I like)but great dispositions.I think any cross between Lhaso/poodle,shih tzu/poodle are good. They seem to be the most easy going dogs.
My shi-poo goes everywhere with me,ever since she was 8wks old.I work at a riding stable so she comes to work too.If you want a little dog you musn't treat it like a little dog.Yes I spoil mine rotten but I very rarely carry her around. These dogs need exposure to everything.I take mine to an off leash dog park where she is often bugged alittle by the bigger ones.I don't pick her up,she's learnt to stand her ground and will politely tell the other dogs where togo. She goes camping, river tubing, fishing canoeing, motorcycle riding.Everything I do she does.
Training was a piece of cake, she was literally house broken at 9 wks.She 10 pounds of pure fun!Plus I can do anything to her, clip nails, groom ,haircuts.Sleeping on my lap is one of her hobbies, but if I say lets go she already in the car!
Hope you find what your looking for,
just remember to let her find her own way

My parents have two Cavalier King Charles Spaniels. They get to be about 15-20 lbs. They are about the most gentle and sweet dogs I know (besides mine... but mine are hyper). Every time I visit I can barely Baxter to move, and Tanner is pretty laid back too. Actually my mom takes Baxter into nursing homes to do therapy work with him. They are not afraid of anything, very affectionate, intelligent, and still playful. I think this would be a good choice, but they do need a lot of grooming.

I would suggest a West Highland White Terrier. They are big dogs in a little body and if trained properly will be wonderful lap dogs. They can be expensive though, cheaper than yorkies and silkies. Do some research though and good luck.
These are 2 sites on the Westies.

Papillon, Shih Tzu, Lhasa Apso, Japanese Chin, and how could you not include the Tibetan Spaniel - they are kinda like hairy pugs. I groom one of them and he is a little sweetheart! They are very cute, but all need a lot of grooming every day by yourself and every 6-8 weeks by a groomer. They are playful and kinda hyper when they do, but are also very placid. You could also try rescuing a small dog from a shelter. You will get a dog that is temperament tested and also in need of lots of lap time :D
Good Luck.

Pekingnese shitzu mix most lovable dog, easy to train no barking and you can take them everywhere. does chase the cat some times but they also cuddle and sleep together, wash eachothers faces. she loves kids. she is almost two and has become more calm since leaving the puppy stage. you can use puppy pads while at work however she does prefer to go outside. lots of my friends have dogs and they will play with my dog and not others. I chose the runt of the littler so she is submissive but not to the point of being afraid and nipping. exposed to lots of different people at a young age but always with me. First three mos crucial that puppy feels safe and secure. I think it helps she has her cat while I am at work. The downside is her grooming i keep hair short I can groom her but taking her to a groomer is easier.

Well from your decription of what you want in a dog I sat get a Rat Terrier. That are good dogs not to big and they play when you want them too but also sit and watch tv when you do. they are all around good dogs. I would not recomend anything too small though because it will be more likely to get hurt when you try to play with them. Good luck.
