plain and simple lay charges with the local police department if the school will do nothing the cops will

If someone is harrassing you and the faculty seems to be avoiding the problem, then its up to you to take charge of the situation before it gets out of hand. There is only so much a person can take. I would go and report this person to the policeman on campus because all schools should have a police officer on campus and in addition to that, set the person up by telling someone to watch the bullies behavior towards you (like a friend of yours) when most are not paying attention. That way you will have a witness to help with your complaint. If all else fails then the only thing I can tell you to do is catch him/her off guard and whip his/her ***!

I would try the faculty one more time, and tell them that if they fail to control the situation, that you will contact the authorities and file a complaint.

People who were unwilling to help at one time, will definately be willing to help when they know there are harrassment charges coming, and soon big people will be asking questions.

Find out the bully's name and put an assault (threats) suit on him, or a battery (unwanted touching) suit depending on which is apprpriate. Also sue the school for neglect or endangerment for failure to do anything.
I'm not a big fan of lawsuits really, but sometimes you can't just say oh, well- it needs to be taken seriously. You can always settle out of court by having this kid kicked out of school.

You record in on a tape recorder and use the evidence to get the teachers fired.

*If it is legal to record people*

You can complian to the inspectors, head teachers, authorities; threaten to sue them.
Get all your friends to go with you to the police station as witnesses to give evidence against the harraser and the school.

Try all of them at once if you want.

get an attorney and sue the bejeezus out of the school for failing to protect the student from the ongoing harassment. I am sure your child is completely innocent and just the target of mean spirited people, so you should get hundreds of thousands of dollars.
