How can I insert a phrase,word or number in a scaned page or plot?

the scanned pageis a a picture so you cant just type into it. you can use a graphics program to add stuff into it wont be text.

Alternatively if the scanned page contains text you can use an OCR program to convert it to ordinary text and then you can edit it in any word processor
