He is house trained, meaning he either goes outside or on his puppy pads. But lately he has been peeing and pooping everywhere. Today he walked over to my cell phone, which was on the couch, and peed all over it. We do 'spank' him for it, then show him where to go, and when he does go on his pad/outside, he gets treats. Also, it seems he only has this problem when we are at home, whenever we are at work, he uses his pads. Is he just doing this for attention or is something medically wrong with him?

when I do take him outside, he just shivers and cries and squeals the whole time, until I pick him up and cuddle him. He bites like crazy, so when he does bite, I put him in the bathroom by himself and he FLIPS out, you guys probably think I am being cruel to him, but he is a mean lil thing. Cute, but extremely mean.

It seems like a attention issue to me. I have read somewhere before that giving the dog treats during the potty training process that it throw off their regular schedule. Also, he may be peeing to mark his territory? It seems like an attention problem though...best of luck in solving it!

Two months old is 8 weeks this is a very young baby at this time. It will be months before your dog is housebroken.
If he goes on the pads in the house he is not house trained only trained where to go in the house.
If he is having the problem when you are home you are not taking him out often enough. If you are not watching him confine him to a room where it can be easily cleaned up and where his pee pads are normally.
An 8 week old pup should be going out about every 30 minutes or so maybe more.
Neutering is done at about 5 months or so. Ask your vet at what age he would like to neuter your dog. Some do it by weight some go by age. Five months is good as they will not be marking territory by that time as they are no where near sexual maturity at 5 months.

first of all your puppy is two months old so it is good that you are already trying to train him but you need to cut him some slack. He is only 2 months so do not expect immediate results,so i doubt he is doing it for attention.
The two things you have to know if you are actually serious about committing to a dog, is to be consistent and patient. A two month old puppy has not fully developed the strength to hold its bladder or its bowls.
So you need to take him out at least 10-15 min after he eats or if he drinks.Notice the certain ways he acts before he does it in the house(ex sniffing the floor).You should also take him out very early in the morning, after each meal and at least at night as well before bed so at least 5 times a day.
Do not spank your dog he probably doesn't understand anyway, so really you re just scaring and hurting him. As soon as he starts to do it in the house gently pick him and quickly put him on the grass etc out side. Use your voice intenation to teach your dog what is right and what is wrong . Everytime he does good make a huge deal about it and praise him.

Maybe try and get him fixed if he isnt.... Otherwise, as far as training, let him out more frequent and dont let him back in the house until he pees outside.. Remember puppy pee more than adult dogs and arent as good about holding it.. About every half hour or so, Otherwise, Out up his water so he doesnt have the ran at it and only give him some like every hour and then put him outside... Everything he pees on or that you clean up with put outside and show him that is where it belongs.. YOu have to discipline him within seconds of peeing or he wont know what he is getting disciplined for... Best of Luck..

If he's only 2 months old, he's still just a baby. My dogs weren't totally reliable in the house until they were about 6 mo. old.
You should never spank a puppy, spanking doesn't help anything and may actually make a puppy hand shy. If you catch him in the act tell him NO! then pick him up and take him outside, when he finishes going outside, tell him Good Boy and give him a pat on the head or rub his sides.

He's just a puppy. They have good days and bad. Just keep up your routine and eventually he'll catch on. Sometimes if it's an older dog it can be a dominance issue ... or wanting to get attention. The smaller the breed the more difficult it can be to potty train. I have yorkies and it takes a good year before it sinks into their little brain.
I wouldn't spank him ... he might become aggressive and then you'll have new issues to deal with.

Spanking is not positive reinforcement. Your pet needs to be let outside numerous times a day, and given a treat when he goes. I would try to ween him off the pads, and teach him to go outside. Sounds like he needs more positive attention...please stop spanking him.

You have to show him who's boss. Train it but be careful because sometimes dogs end up training their owners like not eating their food and just waiting for you to feed it other foods that are sometimes tasty but bad for the dog.
