Thats a variation on the joke of the guy in the Prison as told below.
In this one state prison inmates were not allowed to tell jokes outloud. So the inmates devised a system where they had a list of 35 jokes and when someone wanted to tell one of them they would just shout out the number.
A new inmate came in and was handed the list by his cell mate. His cell mate expalined what he was to do and so the new inmate waited.
The next night someone yelled out 14 and everyone laughed.
A few minutes later someone else yelled out 21 and everyone broke into laughter.
After several hours of numbers being called the new guy felt he would try it.
So he yelled out 16. Nothing happened. So he waited a few minutes and yelled out 16 again. Still nothing happend.
Puzzled he looked at his cell mate and his cell mate said. "Some people can tell a joke others can't"
