Render unto Cesar what is Cesar's, and render unto God what is God's.

Matthew 22:21 says "Pay back, therefore, Caesar's things to Caesar, but God's things to God." Also, read Titus 3:1.

I can't remember where it says this, but the bible says that we are to give to Caesar what is Caesar's. So yes, God expects us to pay our bills.
