FIrst check with your home state - most states require a license plate on the back but not on the front. So first, get somebody to help you move the "half unscrewed" one to the back.

You might want to report the plate as lost or stolen because you could be hearing from the police if somebody commits a crime with your plate on their car. I would look up the address and phone for your county license bureau on the internet and give them a call. They probably won't charge you for a new plate if you report it stolen or lost.

By the way, unless you are a student, most states require registration after a certain number of days residency. If you are actually living full time where you are, get your drivers license and your registration moved.

Ignore the advice to put the front plate on the back. Report the plate stolen. Are you visiting, or living in the other state? If you live there, you need to get new plates anyway. If you are visiting, ask their advice as to what to do at the station when you report the plate stolen. You might be able to handle it by mail. They take valid plates to put them on stolen or expired vehicles.

Take the front plate off and put it on the back. Most states only require the rear plate.

Yes, you should file a police report. maybe you can put the front one on the back. In my state (Michigan) we only need one plate, but I've had a plates stolen as well as my tabs. I now bolt my plate on very tightly and slice my tabs so that they have a hard time trying to peel them off!

Report the plate stolen to whatever police department is near you. Drive back to your home state and obtain new license plates. Criminals steal plates to confuse car identifications.
