Depends.
Taking into account the deceleration of the ejaculate, anything over about 7.5cm is sufficient for impregnation -- but I'm guessing that's not what you're asking.
My wife used to brag about me to other women, saying "Size isn't everything: it's the ONLY thing!" Since I had seen some porn flicks that featured guys significantly more endowed than I, I didn't at first understand she was complimenting me.
FWIW, although she always flooded lube for me, she was occasionally uncomfortably tight -- so maybe it's all just a matter of perception.
As far as technique, my ex (maybe divorcing her wasn't the best idea I ever had) bragged on me to everyone she or I knew; I was constantly being molested by strange women who said they wanted what I had, and wanted to give themselves to me.
Back then, I was a religious prude, so I didn't take any of the offers.
