I think you've got it backward. How can we make whites aware of food stamps and other Federal assistance programs they under utilize? Where I live, they are the ones not utilizing many if any government assistance programs...there is a stigma and they don't want to use them.

Ha ha ha ha ha ha ha! I am sometimes unemployable due to an unsightly health condition (psoriasis) which also causes arthritis, and I can't get any help! But you should see the sea of happy brown eyes and faces and hear the Spanish spoken all around by the people who are getting plenty of help. You should visit our local health dept. and look all around at the happy Mexican (and other hispanic illegal) mothers with their broods collecting their WIC. You should have seen all the illegals signing up their kids for medicaid like I did when I was getting my kids their vaccinations. Under utilize my azz! And don't even ask me how I know they are illegal. My hometown newspaper and our town officials freely admit to our large population of illegals, and publicly do all they can to help them.

What evidence do you have that this program is being under utilized? and more specifically, that its only hispanic people who are under utilizing them?
The best way to inform a group of people en masse is via advertising. So to answer your question - Advertise the availability of programs in a way that will be well recieved by a majority of people you are trying to target

Most people who need assistance are aware of those programs. I think they are overutilized by everyone.

I think that you have problems with Hispanics, because when you say Hispanics you are including every one that is Hispanic here in the USA, legals and illegals. I don't know if you are doing this out of ignorant or out of hate, anger or probably your mother or sister was in love with a Hispanic and they were turned down, I don't really know your reason for being so ignorant but we are here to help you.
