We have the benifit of never having to be responsible for our own actions. Notice the use of the example of Pharoah in the preceeding verses. Pharaoh was going to let the people go, then God hardened his heart in order to prove his own power. This means that all of us who are weaker than god are at his mercy. "He made us", therefore, he can do what he likes with us. He can be nice to us, or he can harden our hearts so we send ourselves to hell. Basically, it him, not us, so we might as well do as we wish, since we have no control over the situation whatsoever.

That scripture shows that God will let us make our own decisions. If someone has a "hard heart" or is obstinate in their vews, they might change their mind when God shows them the correct way. It's saying that God allows us to be who we are, but the only thing he asks is that we love him and believe in him. If being ourself doesn't allow for that, then we are denying what's in front of us. Continue reading in that chapter where it compairs God to a potter.

We do not have the right to question who God gives mercy to and who he condemns.

Jehovah as Creator is the only one who has the right to judge. Rev 4:11

God will always have mercy on those who meet His conditions. Stubbornness towards God will be met with God forcing the issue by providing the setting which will make the heart harder; in other words, if one wants hardness one will get hardness.

If you are one He has mercy on a great deal, if not you are just doing what you want, so you can't blame God. If it was not for God's mercy we would all go to Hell.
